What is the policy when a member e-mails the FC 3 times and does not get a reply.

If a reasonable amount of time has transpired, without a response,

a) Try calling the individual
b) Try calling the VFC to see if the individual is actually in town.

Should this be unsuccessful, then contact your DCDR .
