Yes, you may link to anything found on the CHDIRAUX web site (or any Coast Guard web site).  In fact it is preferable to link vs. copying info down and putting it in your website, since information may change on the CHDIRAUX site, and you may not be aware.  The CHDIRAUX web site is at http://www.uscg.mil/auxiliary/default.asp.
